Sir,
With reference to your letter No. 10843/1918 of the 7th instant, relative to the Anglo-Chinese Customs Agreement, I am directed by Mr. Secretary Balfour to state that in view of the terms of Sir J. Jordan's telegram No. 181 of February 27th, he thinks it would be unwise to incur the delay which would be involved by consulting the Postmaster General, and that he has therefore authorised Sir J. Jordan to sign the agreement, including the proposed addition to Article 5, on behalf of His Majesty's Government.
